Integrated Engineering and Construction Supervision for the Mobilization of the Horizon Enabler

The Horizon Enabler was retrofitted with a motion-compensated Walk-to-Work (W2W) system, Temporary Living Quarters (TLQ), and supporting infrastructure to enable safe offshore personnel transfers. The work was completed under a tight timeline, coordinated across fabrication sites in Canada, Spain, and the United States.
Challenge
The Horizon Enabler required major upgrades to support live-aboard operations and safe personnel transfers to and from offshore installations. Key requirements included:
- Installation of TLQ units with full amenities for extended offshore living
- A motion-compensated Walk-to-Work gangway system
- Integration of electrical, mechanical, safety, and structural systems
- Class and Flag approvals for all modifications
- Rapid turnaround across multiple fabrication sites
The greatest challenge was completing all design, fabrication, and approvals within a short construction window to meet the charter schedule.
Solution
Allswater provided full-service engineering, construction supervision, and certification support to ensure timely completion and compliance.
Design & Engineering
- Structural and mechanical engineering
- Electrical system integration and updates
- Updated General Arrangement, Life Saving, and Fire Control Plans
- Sea fastening design for TLQ units and additional heavy equipment
- Stability analysis and crane operations review
- Piping schematics and “as-fitted” documentation
- Updated docking and tonnage calculations
Construction & Site Support
- On-site verification of TLQ beam locations and sea fastenings
- Lidar Scanning of existing layout and structures
- Stability updates and weight confirmations
- Integrated coordination with construction and approval processes to minimize schedule impacts
Certification Support
- Coordination with DNV for Class approvals
- Preparation of revised and “As-Built” documentation packages
This integrated engineering and supervision approach expedited installation and fabrication, reduced risk, and ensured compliance without compromising vessel performance or structural integrity.
