Extended vessel life through a complete propulsion system modernization

Allswater partnered with Toromont Cat (formerly Atlantic Cat) to support the repowering of four self-unloading bulk carriers, operated by Canada Steamship Lines (CSL). The project involved replacing aging propulsion equipment, including main engines, gearboxes, shafting, controllable pitch propellers (CPP), and supporting mechanical and electrical systems.
Overview
Drawing on expertise in Naval Architecture and Marine Engineering, Mechanical Engineering & Electrical Systems Design, and Project Management & Construction Support, Allswater provided engineering services throughout the planning, design, procurement, and installation phases of the refit program.
As the engineering lead for vessel integration, Allswater worked closely with Toromont Cat, equipment suppliers, shipyard personnel, and vessel operators to ensure the successful modernization of all four vessels.
Challenge
Repowering a large commercial vessel involves far more than simply replacing an engine. It is a complex engineering undertaking that requires the seamless integration of new propulsion equipment into an existing platform while addressing a wide range of structural, mechanical, electrical, control system, and operational considerations. Careful planning and engineering are essential to ensure compatibility, maintain vessel performance, and achieve compliance with applicable regulatory and class requirements. The project team focused on minimizing downtime, maintaining project schedules, and effectively managing the inevitable challenges associated with integrating modern equipment into an existing vessel.
Solution
Allswater conducted detailed onboard surveys of all four vessels to develop vessel-specific engineering packages and support the preparation of shipyard tender documents.
Working closely with Toromont Cat, the team prepared comprehensive engineering documentation to support both the bidding process and vessel refits, which included conceptual and detailed design packages for the project.
The team provided ongoing Project Management & Construction Support, working directly with Bay Shipbuilding during vessel dry dockings to address technical questions, resolve unforeseen issues, and support installation activities. Through dedicated engineering resources both on-site and from the Halifax office, Allswater ensured timely responses throughout each phase of construction.






Results
The repowering program successfully modernized the propulsion systems aboard the CSL Niagara and three sister vessels, improving reliability, efficiency, and compliance with IMO emissions regulations.
Through detailed engineering, proactive planning, and ongoing In-Service Support, Allswater helped ensure the successful integration of complex propulsion systems while keeping the project on schedule and within budget.
The project demonstrates Allswater’s ability to deliver large-scale vessel modernization programs that combine Naval Architecture and Marine Engineering, Mechanical Engineering & Electrical Systems Design, and hands-on construction support to achieve successful outcomes for vessel owners and operators.
